This is a permissions post for Relius Clover. Due to his abilities in canon I feel it is good to post this up so people know and understand just what he can do and decide if they wish to subject their muses to his tests. Below is a description of the abilities I think are pertinent to know about.
Soul Sight: As it is canon in BlazBlue, Relius has the ability to see souls. In the BlazBlue universe a soul appears to be a shining blue orb with points. Each point represents someone or something dearly important to the person. Think of it like a compass. The points guide a person's actions and feelings. Some souls have many points and others can have none. Stronger souls are more compact and formed while weaker souls are more airy and scattered.
Relius is only interested in strong souls. So weak souls hold little to no interest for him. Should you be okay with Relius seeing your character's soul he can only do so either through a) observation over time or b) in battle. A soul is much easier to see when a person is fighting as they are putting their soul on the line, so to speak.
Should your character's canon have a different interpretation of a soul or a different look, Relius will see that instead of what he is used to. However, if your canon doesn't go into what your character's soul looks like, comment here, PM, or IM me and we can discuss what Relius will see.
On top of this, Relius also has an empathic ability afforded to him through the same power. He can sense emotions, though he usually focuses on the more negative ones like fear and hatred. This will mean he can pick up on emotions coming off of characters, though if he will speak of them or not is another matter entirely.
This ability does feed into the next one as they are connected.
Soul/Mind Touch and Manipulation: The Soul Sight ability feeds into this one. This ability allows Relius to delve into the mind and soul of a victim. First he must tire them out through battle but one they are weakened; he can use his power to venture into their soul. He doesn't do so in a physical sense but he sees into their soul and can pull out emotions and memories, bringing them to the surface as he searches for the fulcrum of a soul.
A soul's fulcrum is the point/emotional center that if used can shatter a soul. Relius is able to search through people's souls to find this and is able to break and rebuild souls if he finds it. This will mean him being able to shift and manipulate your character, remaking them into whatever he wishes. However, due to the laws of matter he can only rearrange a soul. This means when he puts it back together, your character is still them only he has rearranged dominant and recessive traits within their soul.
He can bring out the darker parts of your character while suppressing the lighter side. Or vise versa if it suits his fancy and plans. This ability is one that causes the victim emotional pain and trauma as usually he is pulling out painful and dark memories and thoughts. He pulls them out to find the fulcrum and then goes to work.
Like before this ability does feed into another.
Battle Dolls: Relius is able to construct battle dolls out of people as he did with Ignis, his wife, and Ada, his Daughter. For the aspects of this in a game, he may be able to turn your character into a battle doll, just like Ignis. To do this he will need to construct a doll out of metal and parts that resembles your character. He most likely will create the doll to mirror and compliment the person's powers and personality.
Then should he get a hold of your character, he can break their soul and reform it to survive within the doll and be subservient to him. Once in the doll, Relius would be able to command it to attack his enemies, even if they were once the victim's friends and family. There would be way to reverse the process if both the doll and the still living body of the victim are brought together. Magic can re-transplant the soul back into the body and then the soul should correct itself into it's former state. Some residual trauma could occur as well as memories of being inside the doll body but that's up to you.
The next ability is tied again to the Soul Manipulation ability and is another branch to how Relius can use it to transform someone into something else.
Murakumo Units and the Kusanagi Unit: Relius is also the father of the Prime Field Devices. A Prime Field Device is a being that can be launched into the Boundary of his world and survive. They are battle androids that are capable of stunning feats and power. Do create this, unlike the Battle Dolls, he uses the actual body of the victim. He manipulates their soul to better fit the needs of a Murakumo Unit and suppresses their personality.
He also draws out any innate powers of the individual and uses it to create their sword. To do this he places the person and their raw power into a Cauldron that should be linked to a power source to fuel them. Doing this will form their power into a sword that will transform into the armor of the Murakumo Unit. For samples of this look below;

Once one is a Murakumo Unit, Relius could turn them into a Kusanagi Unit, the God-Slayer, through the infusion of the Murakumo Unit with souls. The Murakumo Unit is placed within a Cauldron and the souls are sent inside to smelt the new unit. Once done, their power is increased exponentially but something is needed to do this from the Unit too; hatred. Hatred of all things and the world is needed to successfully forge the Kusanagi Unit.
Please comment below with what you are okay with happening to your character and what you are not. Also, the Battle Dolls, the Murakumo Unit, and Kusanagi Unit long term plotting will need to be done first as Relius will not simply make these without a long term goal in mind. Character History: In order to better explain Relius's History, I will be breaking it up via his appearence in the series by also stating if it is before, during or after the Dark War.
Pre-Dark War: Bloodedge Experience Part One and Two
Before the Dark War and in his youth, Relius was a member of Immortal Breaker, an organization dedicated to killing those who were "outside of logic", aka beings who were not human and immortal. He worked with Valkenhayn R. Hellsing in the attempted destruction of Clavis Alucard. During their attempts to destroy Clavis, they were attacked by Saya Terumi. Relius asked Valkenhayn to not kill her as he was interested in her soul. They then assisted a boy named Naoto against a villain named Spinner. Once he was defeated, Hazama was given to Relius and ordered to obey his directions. No, not even the fandom knows how Hazama was there. We'll just move on.
Pre-Dark War: The Creation of the Black Beast
While running experiments on a Cauldron and the Boundary with a scientist named Shurichiro Ayatsuki, the two had hit a dead end with their research. That was until Yuuki Terumi approached the two of them with vast amounts of knowledge that allowed them to continue their research. In exchange for this information, Relius built Terumi a body named Kazuma. However, while the three of them were attempting to smelt the God-Killing sword Kusanagi, something went wrong. Relius fell into the Cauldron as the Black Beast was created.
Post-Dark War: Arrival in the future
Relius fell 80 years into the future and had lost all of his memories. It took him some time before he began to regain them. He would compare it to putting books on a shelf, which was a favorite pastime for him. At some point he reunited with Terumi as well as married a woman named Ignis and had two children, Carl and Ada.
Sometime later, Relius went to Sector Seven and began to work with them. He met Professor Kokonoe and offered her a deal. He would give her a Prime Field Device in exchange for her help creating a Nox Nyctores. She agreed and under his leadership, they stool the Nox Nyctores: Nirvana from the NOL. While Relius was studying Nirvana, he created the shell for Ignis from his learning. When Kokonoe and him began the smelting process, the NOL attacked. It was during this time when the soul of the new Nox Nyctores began to absorb the souls of the soldiers. Relius forced Kokonoe to use her magic to seal the soul and was going to use it to power Ignis.
Kokonoe, however, used her powers to make Nirvana move and attack Relius. It dealt him a mortal wound but he escaped with Nirvana and Ignis. It was some time after this he used his daughter's soul as the new cor for Nirvana and then perfected the technique by using his wife's soul to finish construction of Ignis.
Relius later traveled to the fifteenth Hierarchical City of Torifune in search of the Crimson Grimoire. He found the Guardian of the Azure and ordered Ignis to rip the Grimoire he possessed out of him, presumably killing the guardian. He searched the city and found a girl by the name of Mia Natsume and became interested in her development as a Remix Heart, a person who blended perfectly with a grimoire. He later met with Hazama and told him he doubted the Crimson Grimoire was in Torifune.
Sometime later, Relius witnessed Terumi's assault on Celica A Mercury's church. He gained Saya, Ragna's sister in his possession, and began his preparations for making her the vessel of Izanami. During this time, Hazama was finishing the work on Nu-13 as a final Murakumo unit. When they both arrived in Kagutsuchi for the final steps of smelting 13, they met Hakumen. Terumi attempted to fight him and was nearly killed but Relius ordered Ignis to interfere. When Hakumen realized Ignis was like Nirvana, Relius told him Kokonoe helped in its creation. Before Hakumen could strike Relius, he was dragged back into the Boundary.
From there, Relius left Kagutsuchi so Hazama could carry out what was needed to break the time loops.
Continuum Shift
After Hazama alerted Relius that Mu-12 was the one to inherit the Azure. He became interested in seeing this as he was sure 12 was a failed unit. He come upon Hazama after he had been bested by Ragna but not killed. In order to carry out their plans, he killed Hazama himself so he could assume ghost for and infiltrate Takamagahara. He arrived with the Imperator in the Cauldron room. They left with her, stating they would soon cause a day of Reckoning.
Chrono Phantasma
Relius began to work with Izanami and Hazama to summon the Master Unit Amaterasu out of the Boundary so they could destroy it. Relius was in charge of reviving and unleashing the Cauldrons in Ikaruga so that the seithr would build to dangerous levels. This was to both kill as many people as possible and to give Take-mikazuchi enough power to fire as many times as needed to kill the Master Unit. While he is in Ikaruga, Relius meets his son Carl. After a fight, Relius tells Carl though it is impossible to restore Ada, he can replace her body. He tells Carl to make his decision later and leaves him.
Later in Ikaruga, Relius appears at the hiding place of Kushinada's Lynchpin. He attempts to stop Ragna, Celica, Bang, and Noel from activating it. He also uses this chance to direct Nu to absorb Noel's ability of Observation by also becoming the Successor to the Azure. When she accomplishes this, he sends her back to Hazama and continues to fight Bang. Relius has his own reinforcements of Litchi and his son Carl, who arrives to help his father in exchange for making Ada anew. It was then Relius revealed his plans to become the new architect of the world and render all gods obsolete.
Noel's friends; Makoto and Tsubaki arrive to help so that Celica, Ragna, and Noel can escape. Relius fails in stopping the Lynchpin from being activated due to Valkenhayn arriving to fight Relius. With his plans in ruins, he fled with Litchi and Carl. It was then Carl demanded Relius to do as he promised and Relius agrees, finding his son's ambition fascinating.
Character Personality: On the outside Relius is a courteous and polite man of fine tastes. He is perpetually calm and seems difficult, if impossible, to anger. He speaks in a very matter of fact way about things and people. This demeanor is often off-putting as he comes off more mechanical than human. He is a man who does not like to have his time wasted on things he deems boring or a waste. Should something interest him then his demeanor changes to one of obsession and often frightens people even more.
In truth he is a critical scientist. He has no empathy for anyone or anything, including those he has as allies. He sees everyone and everything as data to be observed and possible experiments. To him the human body is nothing more than an artificial shell, and therefore is meaningless when compared to the true form of people; their souls. People are simply reduced to objects in his eyes. He will refer to them as simply raw materials and judge them based on their potential for his experiments.
Relius's main drive is to learn. His thirst for knowledge and the creation of the perfect doll are what truly drive him. It has long been his goal to create a perfect doll, something greater than human. A perfect being. He succeeded when he turned his wife into one such doll, though there are possibly other dolls he has made as prototypes or simply to make them.
Relius is fascinated by strong souls and beings that are not completely human. He shows great interested in the Imperator/Izanami due to her being the embodiment of death itself. She is a being that far surpasses the likes of any mere mortal. It may also be because thee two of them seem to get along well. This may be due to the face that he prepared her vessel for her but there is also the fact that they share a similar goal for the world. Though in truth, he does wish to surpass her and even render her obsolete for the world. Due to this, it is difficult to truly read if Relius enjoys anyone's company or simply tolerates them.
Which brings us to the fact Relius hates predictability and repetition. The inability for the world to change and new things to be found infuriates him. It is one of the reasons he joined forces with Hazama and the Imperator in their goals for the destruction of the Master Unit and to be the new Master Unit once Amaterasu was destroyed. This lofty goal is one that sets him apart from Hazama but also says a great deal. He believes he could create a better world, one that will constantly change and evolve. He wishes to become a god so that he can continue to learn and break the cycle Amaterasu put into place.
Relius Clover is a monster. He cares for no one, at least not truly. He can show interest, gratitude, and a form of admiration but he does not truly care for anyone. His pursuit of knowledge and experiments come first and foremost. He wishes to know everything there is to know. It gives him a never ending drive and one that justifies any and all things he does to acquire the knowledge. He is a man not to be trifled with and it is better to be boring to him than interesting.
Powers and Abilities: Relius Clover is know as the Mad Puppeteer for a reason. He is a master of Alchemy, second to none in his world. He is the "Father" of the Prime Field Devices and also the creator of Fluctus Redactum: Ignis, his battle doll. Relius' knowledge in alchemy is much different than that of alchemy of the FMA universe. Alchemy in the BlazBlue verse is more about smelting things or people using the power of souls and the Boundary.
In truth, he is a master at learning how to create things using energy and technology, if you want to get down to brass tax. He has used alchemy to create the pullet arms he wields in battle, there being six in total. Two longer yet thinner blue arms he summons from under his cape, one more spider leg like that that spawns from his shoulder, two stronger yet shorter green arms that also come from his cape, and one massive green arm he can summon from a portal he creates. These arms, along with use of his own body, are the basic weapons he uses in battle. He is also capable of gliding across the ground for his dash and seems to be able to do so indefinitely. This makes him a hard enemy to predict since his feet aren't telling of his next move. I will be going into each of his weapons abilities, including the abilities of Ignis, his Distortion drives, his Astral Finish, and his canon abilities he doesn't use in battle.
Basic arm weapons
Blue "medium attack" arms: The blue arms are the arms he uses for his medium strikes in game. They aren't particularly strong arms but they do have a good reach, expending up to six feet from his body. These arms can be used to punch and otherwise strike at opponents in a variety of ways. They can also be used to grab opponents as well. These arms aren't as strong as his green arms but are stronger than a normal human arm. With them being thinner and with more joints they are also more versatile than a normal human arm as they can be curved and stretched beyond the limits of what a normal arm could be.
The variant to this arm is one blue spider leg like puppet arm he can summon from his shoulder. It is as long as the blue arms though thinner and ending with a blade like attachment that resembles the end of a spider leg. He has the blade raise up over his head and strike down at enemies, delivering a stunning blow to the head and shoulders of his enemies.
Green "strong attack" arms: Working in tandem with the blue arms are stronger yet shorter green pullet arms that Relius summons from inside his cape to help him fight. They are sturdier than the blue arms, being made of stronger metal and much thicker in design. They deliver much stronger blows and have many different variations than the blue arms do. These include a blade attachment for air to ground attacks, a spinner gear attachment for air to ground attacks, being able to strike with two arms at once rather than just one, and they are much better equipped for throw attacks. They can grab an opponent easily and not only pick them up but slam them down with concussive force, enough to crack and break off pieces of stone or concrete from the ground. They can also be used to grab people while in the air and used to slam them down towards the ground as well.
Ignis basic attacks
Ignis, herself, is Relius' main weapon. On his own he isn't capable of dealing very large amounts of damage at a time and is more slow than a lot of the other characters of BlazBlue. But when he has Ignis with him the two make for a strong combo. Relius controls Ignis with command phrases and Relius is free to move and attack separately from Ignis once she begins her assaults, making them a bad pair to be sandwiched between. Ignis floats above the ground and stays beside Relius unless ordered to attack or defend him. I will be listing her normal attacks below and describing them in detail.
Ignis does have a limited power supply. She can be out and attacking for some time but eventually Relius must dismiss her so she can recharge, else she will temporarily shut down and be vulnerable. Upon taking too much damage Ignis will shut down to repair herself. The repair sequence does not take all that long, around two minutes at most, making the window of opportunity small. Also her recharging function is much faster, meaning once Relius dismisses her it will be at most thirty seconds before she is once again fully ready for battle.
Summoning: Relius can summon and dismiss Ignis with a snap of his fingers. This makes it hard to know when she will appear but it isn't the only way for him to summon her. There are some of her more special commands that allow her to appear without a snap of his fingers but we'll get into those later. When she vanishes or appears there is a circle that appears beneath Relius's feet and a flash of purple light that signifies her appearing or disappearing. She most likely goes into the same hammerspace that his arms do when they are not in use. The only time he cannot summon or dismiss her is when she is powered down due to overuse or too much damage. He can also summon her from in the air, not needing his feet planted on the ground to do so.
Ignis Ground Attacks: Ignis has several attack patters while on the ground. She can lash out with her claws at opponents as well as form energy blades from the long extensions of her hat to stab at enemies. She can also form her hands into drills and lash out at airborne enemies. The drills extend about six feet from her wrists, making their total reach around twelve feet into the air. She can also grab at opponents and hold them for Relius as well, much like how she does for Relius in the end of his Arcade Story when she holds Hazama by the throat or how she does when she captures Arakune in his true ending for Relius.
Ignis Aerial Attacks: Ignis can also attack while Relius is in the air and by default she is too. She mostly lashes out at enemies with her claws in the air, typically using both arms to swing at opponents and knock them away. She has a few aerial special moves but those will be covered later. She is good at fending off aerial enemies by striking them with her claws and either sending them higher into the air, away from them, or sending them crashing into the ground with her powerful strikes.
Special Attacks
Relius' Special Attacks: Relius only has two special attacks to be listed; Id Lauger and Led Ley. I will be describing both attacks here.
Id Lauger: Id Lauger is the attack I mentioned with the much larger green mechanical arm. Relius summons a portal to his hammerspace on the ground and pulls a lever. The large mechanical arm springs forth and punches an enemy with enough force to make even Tager fly backwards away from him. Smaller enemies fly higher and spin from the attack while heavier enemies simply fly backwards. This attack can be done either in the air or on the ground, making it a powerful strike. It can also be used in combination with some of Ignis' special attacks I'll be listing later.
Led Ley: This move isn't an attack. It is a dodging tactic Relius can use to avoid attacks. He spins around in a circle, creating mirror images of himself and for just an instant phases out of reality. This move must be times perfectly with his enemies assault as mistiming it will end with him being hit regardless. He is only rendered untouchable for about a second if not a little less.
Ignis' Special Attacks: Ignis has more special attacks than Relius and some of them act in tandem with Relius' Id Lauger attack. I will be listing them all here and describing what they do and which ones are able to combine with his other attacks for more damage.
Id Haas: Id Haas is an attack in which is a follow up to the Id Lauger attack. While the enemy is airborne Relius motions with his hand and Ignis moved quickly to hit the enemy. She flies through the air, regardless of where Relius is, her hat extensions spinning quickly with blades covering them. She creates a buzz saw affect and rushed into the enemy to deal more hits and knocks them further away from Relius as she does it.
Id Naiads: With this attack, Ignis appears above the flying enemy and crashes down on them with her feet morphed into a powerful drill. She stabs into them and pushes them down into the ground with striking force. She then floats back to Relius and returns to his side.
Val Lanto: This attack is much like Id Haas only it is preformed on the ground and it doesn't require Relius to snap his fingers to summon Ignis beforehand. Ignis spins her hat extensions again to create her buzz saw affect and rushed forward at the enemy. She doesn't go too far, only about seven to nine feet in front of Relius before she stops and returns. She will push the enemy to her length limit if she hits though and then return to Relius.
Val Lyra: This attack is a surprise attack and one that doesn't require Relius to snap his fingers. Ignis appears behind Relius' foe, her hands morphed into two crescent blades. She strikes at the opponent quickly in a surprise attack and them floats back to Relius, waiting further orders.
Val Tus: This is another move where summoning Ignis before hand is not needed. He gives the command and Ignis rushed forward with a three hit dance combo. She swings her blade arms twice at the opponent before preforming a spinning slash and then returns to Relius' side.
Geara Act: Ignis appears behind Relius without needing a snap to command her and dislodges one of her claws. She throws it low, like a yo-yo, to attack enemies and deal damage to their legs. The attack is good for trying to force enemies away from Relius as well. It hits up to eight times before returning to Ignis.
Geara Nose: Ignis appears above Relius without the snap command and strikes down with a pair of drills from her hat extensions. This attack, once it hits also pulls her towards her foes, allowing Relius to attempt to have her counter attack once she's closer.
Bel Lafino: Bel Lafino is much like Id Naiads but has one main difference. Ignis does not track the enemy and only comes down right in front of Relius with her drill legs. It is more effective in his manner as a surprise attack from above when the enemy is focused on Relius.
Distortion Moves and Astral Finish
Because most of Relius' distortion finishes and his Astral finish use Ignis I won't be separating them in two two categories. I'll just be listing them off as they are in the move list.
Req Vinum: Relius puts his hand to the ground and summons a field of gears around him, extending to about a three food radius from him. If his foe is caught in it, gears will spring up and capture his enemy. They then begin to spin with the person tripped inside, dealing damage before they explode and send the person flying. This attack usually doesn't so much damage but it can still be a nasty surprise to fall into.
Vol Tedo: For this attack, Relius sends Ignis at his enemy. She has a black and yellow sphere in claw and if it hits an enemy, they are sucked into it. Yellow metal rings them appear and spin around the org, collecting energy inside. In a flash the orb implodes, dealing strong damage to the opponent and sending them flying from the destroyed orb and away from both Relius and Ignis.
Duo Bios: This attack mirrors Carl's Tsuioko no Rhapsody Distortion move. Ignis begins in a long string of attacks, starting with her slashing at the opponents then moving into a series of strong uppercuts and ending with a strong finishing blow. It can be blocked but while Ignis is preforming this move her armor becomes super armor, meaning she won't register any attack against her of any kind and will continue her assault.
Astral Finish
The Puppeteer's Altar: Due to the nature of this attack and looking at the way the cutscene starts from other Astral Finishes I believe this attack is more illusion based than anything. Relius summons Ignis as he creates a circle around himself. Ignis grabs the enemy by the head and holds them up. Then they are plunged into a dark illusion they cannot escape from. They believe they are being held by means they cannot escape from and every illusion is unique for every person. He uses this to render enemies unconscious so he can transport them to his real lab and begin proper experiments once they regain consciousness.
Out of battle powers
Relius has several powers that are talked about in the game and witnessed in some stories but are not used in battle. I will be going over them here and describing how each of them seems to work and how it will work in the digital world.
Soul Sight: Relius has the ability to see a person's soul. He can look upon someone and see the glowing mass of energy that is one's spirit. This is what he believes to be a person's true form; which is why he treats the bodies of people as nothing more than tools if not less. He views most people in this way, though he can still see the physical world around him. Everything is more intense though with the added detail of souls in living things. Human souls, Beastkin souls, and even artificial souls are what interest him the most. Due to this ability he can also sense and see emotions, giving him an empathic ability. With these powers he is also able to use them as part of his next power. As it's stated he can see all souls it will be up to other muns to describe what he sees them he looks at them. As not all beings have souls or complete souls, I will work with other muns to create a description of what the souls of other characters look like.
Mind/Soul Touch and Manipulation: Another power Relius has is the ability to dive into one's mind and soul. He can push through people's memories and emotions in search of the fulcrum of their soul. This means should he find the fulcrum he is able to shatter a soul and rebuild it as he sees fit. This is what he did with his wife, Ignis, to transform her into the doll she is today. His progress can be halted or slowed by mental barriers in place around his victim but if they are caught by his Astral Finish they will crumble due to the invasive nature of the attack. He normally does it through exhausting a target in battle and then delving into their minds and souls. Also anyone with empathic shielding would be protected against the Mind/Soul Touch and Manipulation. Relius would need to find a way through the shielding in order to begin his examination of their mind and soul. This will need mun permission of course to be done to anyone.
Construction of Battle Dolls: Relius did create Ignis from examining the Nox Nyctores Nirvana, which now has his daughter's soul inside it and is partnered with his son, Carl. He can create the dolls through metal work, robotics, and alchemy. Giving them power is by giving them a soul. As he learned with Ada, his daughter, a soul can be broken and reassembled to create an effective lasting core inside the dolls instead of creating a miniature black beast to power them. He did this then with his wife's soul and put it inside his doll. This is all in his quest to create the perfect human.
As it is stated in canon, Relius is the father of the Prime Field Devices. He was one of the major designers of the first prime field device nearly one hundred years ago before the Dark War. He also is the creator of Units 11, 12, and 13. He created 11, 12, and 13 using samples of Saya's DNA and creating artificial souls for the clones. He was able to imbue them with the power of the Boundary and thus they were born.

Relius steps into view as he places one final book on one of the shelves. He smiles as he looks at the camera.]
I have often heard it said that home is where the heart it. Though I personally more think it is where your books are. It is only in a place you know you will return to, one you cherish that you will place your books. The library here is quite interesting but everyone should have their own library.

Third Person: Relius stepped out into the central plaza. Everything he had heard about Nautilus pointed him here as an important location for research. The Aeon that was this city held its heart, or so they said, under this plaza. It was also the entryway into the placed called the Labyrinth; a place of Ascension. The entire idea behind Nautilus fascinated him. A man who had ascended so far in consciousness that he now became a city and called other to him. He summoned them here for one reason or another.
Reviewing Hazama's notes gave him a theory. The summons was answered by many and then a culling was done. Nautilus watched and tested those here, eager to pick the ones who would best serve him. It would banish those who didn't work as he intended and help others grow more powerful to continue its own existence and the existence of other worlds. It was a sound theory. Perhaps there was some weight to it. The Ascended didn't believe so but if Hazama's theory was correct, they wouldn't be able to see the forest from the trees. However, the Ascended did not seem to act as if they were simply brainwashed puppets.
They truly believed what they did was on their own accord. Either it was a most delicate and brilliant method of brainwashing or it was something else. Perhaps something more subtle. The Ascension process was decided by the city until one became a Deva. Perhaps for Angelii and Ashura, the city had a hand and culling certain changes. It would explain why some Ascended after such a short time and others never did. The city searched for a particular breed. But what was the common factor? What was the city looking for?
Could it be their souls? Did it look for those with strong souls? He doubted it. Many of the Ascended may have focused souls but they weren't strong by his standards. Many of them lacked the hatred that was necessary for the proper smelting methods. If they were being made into weapons, they would all surely be sub par. Almost none of them were fit to become a detonator. No. It must be something else. Ease of programming was Relius' strongest theory. The Ascended were meant to protect Nautilus and carry on its existence. That was clear. The Ascended could reject the notion outwardly all they wanted but their movements made it all too clear.
Defenders of existence. That was their primary purpose. Which was why all Ascended who rebelled against that purpose were rejected. They were killed off, unmade, and exiled. They were unworthy of their power as they rebelled against their superior. Relius couldn't help but smirk. He reached up and adjusted his mask.
“I would give you some credit, had I not seen it all before. You're predicable, Nautilus. Far too much so. I do wonder how correct Hazama was about you. Are you like the Master Unit? Are you stuck in your own memories? Or are you more...aware? I do wonder what your soul looks like. It is something I would very much like to see.” He said it all aloud. He got no response but he expected none.
“It matters not. I will continue my research. We shall both see if the opportunity ever presents itself. I wonder, would you be fit to become a detonator? Or are your raw materials inadequate? Apropos of nothing, I am quite glad to have awakened here. I have so much more to learn now.” The man turned and began to walk away. He had bending to learn and worlds to hear about. He would start there and come what may.

Character History: In order to better explain Relius's History, I will be breaking it up via his appearence in the series by also stating if it is before, during or after the Dark War.
Pre-Dark War: Bloodedge Experience Part One and Two
Before the Dark War and in his youth, Relius was a member of Immortal Breaker, an organization dedicated to killing those who were "outside of logic", aka beings who were not human and immortal. He worked with Valkenhayn R. Hellsing in the attempted destruction of Clavis Alucard. During their attempts to destroy Clavis, they were attacked by Saya Terumi. Relius asked Valkenhayn to not kill her as he was interested in her soul. They then assisted a boy named Naoto against a villain named Spinner. Once he was defeated, Hazama was given to Relius and ordered to obey his directions. No, not even the fandom knows how Hazama was there. We'll just move on.
Pre-Dark War: The Creation of the Black Beast
While running experiments on a Cauldron and the Boundary with a scientist named Shurichiro Ayatsuki, the two had hit a dead end with their research. That was until Yuuki Terumi approached the two of them with vast amounts of knowledge that allowed them to continue their research. In exchange for this information, Relius built Terumi a body named Kazuma. However, while the three of them were attempting to smelt the God-Killing sword Kusanagi, something went wrong. Relius fell into the Cauldron as the Black Beast was created.
Post-Dark War: Arrival in the future
Relius fell 80 years into the future and had lost all of his memories. It took him some time before he began to regain them. He would compare it to putting books on a shelf, which was a favorite pastime for him. At some point he reunited with Terumi as well as married a woman named Ignis and had two children, Carl and Ada.
Sometime later, Relius went to Sector Seven and began to work with them. He met Professor Kokonoe and offered her a deal. He would give her a Prime Field Device in exchange for her help creating a Nox Nyctores. She agreed and under his leadership, they stool the Nox Nyctores: Nirvana from the NOL. While Relius was studying Nirvana, he created the shell for Ignis from his learning. When Kokonoe and him began the smelting process, the NOL attacked. It was during this time when the soul of the new Nox Nyctores began to absorb the souls of the soldiers. Relius forced Kokonoe to use her magic to seal the soul and was going to use it to power Ignis.
Kokonoe, however, used her powers to make Nirvana move and attack Relius. It dealt him a mortal wound but he escaped with Nirvana and Ignis. It was some time after this he used his daughter's soul as the new cor for Nirvana and then perfected the technique by using his wife's soul to finish construction of Ignis.
Relius later traveled to the fifteenth Hierarchical City of Torifune in search of the Crimson Grimoire. He found the Guardian of the Azure and ordered Ignis to rip the Grimoire he possessed out of him, presumably killing the guardian. He searched the city and found a girl by the name of Mia Natsume and became interested in her development as a Remix Heart, a person who blended perfectly with a grimoire. He later met with Hazama and told him he doubted the Crimson Grimoire was in Torifune.
Sometime later, Relius witnessed Terumi's assault on Celica A Mercury's church. He gained Saya, Ragna's sister in his possession, and began his preparations for making her the vessel of Izanami. During this time, Hazama was finishing the work on Nu-13 as a final Murakumo unit. When they both arrived in Kagutsuchi for the final steps of smelting 13, they met Hakumen. Terumi attempted to fight him and was nearly killed but Relius ordered Ignis to interfere. When Hakumen realized Ignis was like Nirvana, Relius told him Kokonoe helped in its creation. Before Hakumen could strike Relius, he was dragged back into the Boundary.
From there, Relius left Kagutsuchi so Hazama could carry out what was needed to break the time loops.
Continuum Shift
After Hazama alerted Relius that Mu-12 was the one to inherit the Azure. He became interested in seeing this as he was sure 12 was a failed unit. He come upon Hazama after he had been bested by Ragna but not killed. In order to carry out their plans, he killed Hazama himself so he could assume ghost for and infiltrate Takamagahara. He arrived with the Imperator in the Cauldron room. They left with her, stating they would soon cause a day of Reckoning.
Chrono Phantasma
Relius began to work with Izanami and Hazama to summon the Master Unit Amaterasu out of the Boundary so they could destroy it. Relius was in charge of reviving and unleashing the Cauldrons in Ikaruga so that the seithr would build to dangerous levels. This was to both kill as many people as possible and to give Take-mikazuchi enough power to fire as many times as needed to kill the Master Unit. While he is in Ikaruga, Relius meets his son Carl. After a fight, Relius tells Carl though it is impossible to restore Ada, he can replace her body. He tells Carl to make his decision later and leaves him.
Later in Ikaruga, Relius appears at the hiding place of Kushinada's Lynchpin. He attempts to stop Ragna, Celica, Bang, and Noel from activating it. He also uses this chance to direct Nu to absorb Noel's ability of Observation by also becoming the Successor to the Azure. When she accomplishes this, he sends her back to Hazama and continues to fight Bang. Relius has his own reinforcements of Litchi and his son Carl, who arrives to help his father in exchange for making Ada anew. It was then Relius revealed his plans to become the new architect of the world and render all gods obsolete.
Noel's friends; Makoto and Tsubaki arrive to help so that Celica, Ragna, and Noel can escape. Relius fails in stopping the Lynchpin from being activated due to Valkenhayn arriving to fight Relius. With his plans in ruins, he fled with Litchi and Carl. It was then Carl demanded Relius to do as he promised and Relius agrees, finding his son's ambition fascinating.
Character Personality: On the outside Relius is a courteous and polite man of fine tastes. He is perpetually calm and seems difficult, if impossible, to anger. He speaks in a very matter of fact way about things and people. This demeanor is often off-putting as he comes off more mechanical than human. He is a man who does not like to have his time wasted on things he deems boring or a waste. Should something interest him then his demeanor changes to one of obsession and often frightens people even more.
In truth he is a critical scientist. He has no empathy for anyone or anything, including those he has as allies. He sees everyone and everything as data to be observed and possible experiments. To him the human body is nothing more than an artificial shell, and therefore is meaningless when compared to the true form of people; their souls. People are simply reduced to objects in his eyes. He will refer to them as simply raw materials and judge them based on their potential for his experiments.
Relius's main drive is to learn. His thirst for knowledge and the creation of the perfect doll are what truly drive him. It has long been his goal to create a perfect doll, something greater than human. A perfect being. He succeeded when he turned his wife into one such doll, though there are possibly other dolls he has made as prototypes or simply to make them.
Relius is fascinated by strong souls and beings that are not completely human. He shows great interested in the Imperator/Izanami due to her being the embodiment of death itself. She is a being that far surpasses the likes of any mere mortal. It may also be because thee two of them seem to get along well. This may be due to the face that he prepared her vessel for her but there is also the fact that they share a similar goal for the world. Though in truth, he does wish to surpass her and even render her obsolete for the world. Due to this, it is difficult to truly read if Relius enjoys anyone's company or simply tolerates them.
Which brings us to the fact Relius hates predictability and repetition. The inability for the world to change and new things to be found infuriates him. It is one of the reasons he joined forces with Hazama and the Imperator in their goals for the destruction of the Master Unit and to be the new Master Unit once Amaterasu was destroyed. This lofty goal is one that sets him apart from Hazama but also says a great deal. He believes he could create a better world, one that will constantly change and evolve. He wishes to become a god so that he can continue to learn and break the cycle Amaterasu put into place.
Relius Clover is a monster. He cares for no one, at least not truly. He can show interest, gratitude, and a form of admiration but he does not truly care for anyone. His pursuit of knowledge and experiments come first and foremost. He wishes to know everything there is to know. It gives him a never ending drive and one that justifies any and all things he does to acquire the knowledge. He is a man not to be trifled with and it is better to be boring to him than interesting.
Powers and Abilities: Relius Clover is know as the Mad Puppeteer for a reason. He is a master of Alchemy, second to none in his world. He is the "Father" of the Prime Field Devices and also the creator of Fluctus Redactum: Ignis, his battle doll. Relius' knowledge in alchemy is much different than that of alchemy of the FMA universe. Alchemy in the BlazBlue verse is more about smelting things or people using the power of souls and the Boundary.
In truth, he is a master at learning how to create things using energy and technology, if you want to get down to brass tax. He has used alchemy to create the pullet arms he wields in battle, there being six in total. Two longer yet thinner blue arms he summons from under his cape, one more spider leg like that that spawns from his shoulder, two stronger yet shorter green arms that also come from his cape, and one massive green arm he can summon from a portal he creates. These arms, along with use of his own body, are the basic weapons he uses in battle. He is also capable of gliding across the ground for his dash and seems to be able to do so indefinitely. This makes him a hard enemy to predict since his feet aren't telling of his next move. I will be going into each of his weapons abilities, including the abilities of Ignis, his Distortion drives, his Astral Finish, and his canon abilities he doesn't use in battle.
Basic arm weapons
Blue "medium attack" arms: The blue arms are the arms he uses for his medium strikes in game. They aren't particularly strong arms but they do have a good reach, expending up to six feet from his body. These arms can be used to punch and otherwise strike at opponents in a variety of ways. They can also be used to grab opponents as well. These arms aren't as strong as his green arms but are stronger than a normal human arm. With them being thinner and with more joints they are also more versatile than a normal human arm as they can be curved and stretched beyond the limits of what a normal arm could be.
The variant to this arm is one blue spider leg like puppet arm he can summon from his shoulder. It is as long as the blue arms though thinner and ending with a blade like attachment that resembles the end of a spider leg. He has the blade raise up over his head and strike down at enemies, delivering a stunning blow to the head and shoulders of his enemies.
Green "strong attack" arms: Working in tandem with the blue arms are stronger yet shorter green pullet arms that Relius summons from inside his cape to help him fight. They are sturdier than the blue arms, being made of stronger metal and much thicker in design. They deliver much stronger blows and have many different variations than the blue arms do. These include a blade attachment for air to ground attacks, a spinner gear attachment for air to ground attacks, being able to strike with two arms at once rather than just one, and they are much better equipped for throw attacks. They can grab an opponent easily and not only pick them up but slam them down with concussive force, enough to crack and break off pieces of stone or concrete from the ground. They can also be used to grab people while in the air and used to slam them down towards the ground as well.
Ignis basic attacks
Ignis, herself, is Relius' main weapon. On his own he isn't capable of dealing very large amounts of damage at a time and is more slow than a lot of the other characters of BlazBlue. But when he has Ignis with him the two make for a strong combo. Relius controls Ignis with command phrases and Relius is free to move and attack separately from Ignis once she begins her assaults, making them a bad pair to be sandwiched between. Ignis floats above the ground and stays beside Relius unless ordered to attack or defend him. I will be listing her normal attacks below and describing them in detail.
Ignis does have a limited power supply. She can be out and attacking for some time but eventually Relius must dismiss her so she can recharge, else she will temporarily shut down and be vulnerable. Upon taking too much damage Ignis will shut down to repair herself. The repair sequence does not take all that long, around two minutes at most, making the window of opportunity small. Also her recharging function is much faster, meaning once Relius dismisses her it will be at most thirty seconds before she is once again fully ready for battle.
Summoning: Relius can summon and dismiss Ignis with a snap of his fingers. This makes it hard to know when she will appear but it isn't the only way for him to summon her. There are some of her more special commands that allow her to appear without a snap of his fingers but we'll get into those later. When she vanishes or appears there is a circle that appears beneath Relius's feet and a flash of purple light that signifies her appearing or disappearing. She most likely goes into the same hammerspace that his arms do when they are not in use. The only time he cannot summon or dismiss her is when she is powered down due to overuse or too much damage. He can also summon her from in the air, not needing his feet planted on the ground to do so.
Ignis Ground Attacks: Ignis has several attack patters while on the ground. She can lash out with her claws at opponents as well as form energy blades from the long extensions of her hat to stab at enemies. She can also form her hands into drills and lash out at airborne enemies. The drills extend about six feet from her wrists, making their total reach around twelve feet into the air. She can also grab at opponents and hold them for Relius as well, much like how she does for Relius in the end of his Arcade Story when she holds Hazama by the throat or how she does when she captures Arakune in his true ending for Relius.
Ignis Aerial Attacks: Ignis can also attack while Relius is in the air and by default she is too. She mostly lashes out at enemies with her claws in the air, typically using both arms to swing at opponents and knock them away. She has a few aerial special moves but those will be covered later. She is good at fending off aerial enemies by striking them with her claws and either sending them higher into the air, away from them, or sending them crashing into the ground with her powerful strikes.
Special Attacks
Relius' Special Attacks: Relius only has two special attacks to be listed; Id Lauger and Led Ley. I will be describing both attacks here.
Id Lauger: Id Lauger is the attack I mentioned with the much larger green mechanical arm. Relius summons a portal to his hammerspace on the ground and pulls a lever. The large mechanical arm springs forth and punches an enemy with enough force to make even Tager fly backwards away from him. Smaller enemies fly higher and spin from the attack while heavier enemies simply fly backwards. This attack can be done either in the air or on the ground, making it a powerful strike. It can also be used in combination with some of Ignis' special attacks I'll be listing later.
Led Ley: This move isn't an attack. It is a dodging tactic Relius can use to avoid attacks. He spins around in a circle, creating mirror images of himself and for just an instant phases out of reality. This move must be times perfectly with his enemies assault as mistiming it will end with him being hit regardless. He is only rendered untouchable for about a second if not a little less.
Ignis' Special Attacks: Ignis has more special attacks than Relius and some of them act in tandem with Relius' Id Lauger attack. I will be listing them all here and describing what they do and which ones are able to combine with his other attacks for more damage.
Id Haas: Id Haas is an attack in which is a follow up to the Id Lauger attack. While the enemy is airborne Relius motions with his hand and Ignis moved quickly to hit the enemy. She flies through the air, regardless of where Relius is, her hat extensions spinning quickly with blades covering them. She creates a buzz saw affect and rushed into the enemy to deal more hits and knocks them further away from Relius as she does it.
Id Naiads: With this attack, Ignis appears above the flying enemy and crashes down on them with her feet morphed into a powerful drill. She stabs into them and pushes them down into the ground with striking force. She then floats back to Relius and returns to his side.
Val Lanto: This attack is much like Id Haas only it is preformed on the ground and it doesn't require Relius to snap his fingers to summon Ignis beforehand. Ignis spins her hat extensions again to create her buzz saw affect and rushed forward at the enemy. She doesn't go too far, only about seven to nine feet in front of Relius before she stops and returns. She will push the enemy to her length limit if she hits though and then return to Relius.
Val Lyra: This attack is a surprise attack and one that doesn't require Relius to snap his fingers. Ignis appears behind Relius' foe, her hands morphed into two crescent blades. She strikes at the opponent quickly in a surprise attack and them floats back to Relius, waiting further orders.
Val Tus: This is another move where summoning Ignis before hand is not needed. He gives the command and Ignis rushed forward with a three hit dance combo. She swings her blade arms twice at the opponent before preforming a spinning slash and then returns to Relius' side.
Geara Act: Ignis appears behind Relius without needing a snap to command her and dislodges one of her claws. She throws it low, like a yo-yo, to attack enemies and deal damage to their legs. The attack is good for trying to force enemies away from Relius as well. It hits up to eight times before returning to Ignis.
Geara Nose: Ignis appears above Relius without the snap command and strikes down with a pair of drills from her hat extensions. This attack, once it hits also pulls her towards her foes, allowing Relius to attempt to have her counter attack once she's closer.
Bel Lafino: Bel Lafino is much like Id Naiads but has one main difference. Ignis does not track the enemy and only comes down right in front of Relius with her drill legs. It is more effective in his manner as a surprise attack from above when the enemy is focused on Relius.
Distortion Moves and Astral Finish
Because most of Relius' distortion finishes and his Astral finish use Ignis I won't be separating them in two two categories. I'll just be listing them off as they are in the move list.

He views most people in this way, though he can still see the physical world around him. Everything is more intense though with the added detail of souls in living things. Human souls, Beastkin souls, and even artificial souls are what interest him the most. Due to this ability he can also sense and see emotions, giving him an empathic ability. With these powers he is also able to use them as part of his next power. As it's stated he can see all souls it will be up to other muns to describe what he sees them he looks at them. As not all beings have souls or complete souls, I will work with other muns to create a description of what the souls of other characters look like.
Mind/Soul Touch and Manipulation: Another power Relius has is the ability to dive into one's mind and soul. He can push through people's memories and emotions in search of the fulcrum of their soul. This means should he find the fulcrum he is able to shatter a soul and rebuild it as he sees fit. This is what he did with his wife, Ignis, to transform her into the doll she is today. His progress can be halted or slowed by mental barriers in place around his victim but if they are caught by his Astral Finish they will crumble due to the invasive nature of the attack. He normally does it through exhausting a target in battle and then delving into their minds and souls. Also anyone with empathic shielding would be protected against the Mind/Soul Touch and Manipulation. Relius would need to find a way through the shielding in order to begin his examination of their mind and soul. This will need mun permission of course to be done to anyone.
Construction of Battle Dolls: Relius did create Ignis from examining the Nox Nyctores Nirvana, which now has his daughter's soul inside it and is partnered with his son, Carl. He can create the dolls through metal work, robotics, and alchemy. Giving them power is by giving them a soul. As he learned with Ada, his daughter, a soul can be broken and reassembled to create an effective lasting core inside the dolls instead of creating a miniature black beast to power them. He did this then with his wife's soul and put it inside his doll. This is all in his quest to create the perfect human.
As it is stated in canon, Relius is the father of the Prime Field Devices. He was one of the major designers of the first prime field device nearly one hundred years ago before the Dark War. He also is the creator of Units 11, 12, and 13. He created 11, 12, and 13 using samples of Saya's DNA and creating artificial souls for the clones. He was able to imbue them with the power of the Boundary and thus they were born.

Relius steps into view as he places one final book on one of the shelves. He smiles as he looks at the camera.]
I have often heard it said that home is where the heart it. Though I personally more think it is where your books are. It is only in a place you know you will return to, one you cherish that you will place your books. The library here is quite interesting but everyone should have their own library.
Speaking of books, what are some of your favorites? I am sure some of my fellow residents have some favorite books. Ones you return to, either for study or pleasure. Perhaps you all could provide me with recommendations for additions to my library.
Third Person: Relius stepped out into the central plaza. Everything he had heard about Nautilus pointed him here as an important location for research. The Aeon that was this city held its heart, or so they said, under this plaza. It was also the entryway into the placed called the Labyrinth; a place of Ascension. The entire idea behind Nautilus fascinated him. A man who had ascended so far in consciousness that he now became a city and called other to him. He summoned them here for one reason or another.
Reviewing Hazama's notes gave him a theory. The summons was answered by many and then a culling was done. Nautilus watched and tested those here, eager to pick the ones who would best serve him. It would banish those who didn't work as he intended and help others grow more powerful to continue its own existence and the existence of other worlds. It was a sound theory. Perhaps there was some weight to it. The Ascended didn't believe so but if Hazama's theory was correct, they wouldn't be able to see the forest from the trees. However, the Ascended did not seem to act as if they were simply brainwashed puppets.
They truly believed what they did was on their own accord. Either it was a most delicate and brilliant method of brainwashing or it was something else. Perhaps something more subtle. The Ascension process was decided by the city until one became a Deva. Perhaps for Angelii and Ashura, the city had a hand and culling certain changes. It would explain why some Ascended after such a short time and others never did. The city searched for a particular breed. But what was the common factor? What was the city looking for?
Could it be their souls? Did it look for those with strong souls? He doubted it. Many of the Ascended may have focused souls but they weren't strong by his standards. Many of them lacked the hatred that was necessary for the proper smelting methods. If they were being made into weapons, they would all surely be sub par. Almost none of them were fit to become a detonator. No. It must be something else. Ease of programming was Relius' strongest theory. The Ascended were meant to protect Nautilus and carry on its existence. That was clear. The Ascended could reject the notion outwardly all they wanted but their movements made it all too clear.
Defenders of existence. That was their primary purpose. Which was why all Ascended who rebelled against that purpose were rejected. They were killed off, unmade, and exiled. They were unworthy of their power as they rebelled against their superior. Relius couldn't help but smirk. He reached up and adjusted his mask.
“I would give you some credit, had I not seen it all before. You're predicable, Nautilus. Far too much so. I do wonder how correct Hazama was about you. Are you like the Master Unit? Are you stuck in your own memories? Or are you more...aware? I do wonder what your soul looks like. It is something I would very much like to see.” He said it all aloud. He got no response but he expected none.
“It matters not. I will continue my research. We shall both see if the opportunity ever presents itself. I wonder, would you be fit to become a detonator? Or are your raw materials inadequate? Apropos of nothing, I am quite glad to have awakened here. I have so much more to learn now.” The man turned and began to walk away. He had bending to learn and worlds to hear about. He would start there and come what may.
